Julia received her Honours Bachelor of Science in Biology from the University of Waterloo in 1974. She obtained her Bachelor of Laws from Queen's University in 1979, and was called to the Bar of Ontario in 1981. Julia joined the firm in 2005. Julia practices corporate and securities law generally, with an emphasis on private and public securities offerings, advice to registered dealers and advisers, issuers, investment funds on regulatory compliance and civil liabilities, and advice to injured investors. Julia was with the federal Department of Justice for four years, and subsequently with the Ontario Securities Commission for 18 years. Julia occupied a variety of positions at the OSC, including manager of the registration section, and senior legal counsel in the General Counsel's Office, and the Corporate Finance and Capital Markets Branches. In 1992 and 1993 Julia was seconded form the OSC to the federal Department of Finance as special adviser on securities regulatory issues connected with financial institutions. Julia participated in the TSX's Allen Committee's work on issuer civil liability in secondary markets. She has successfully argued a prospectus receipt refusal before the Commission, and had a key role in developing the CSA Mutual Reliance Review System and the OSC's risk-based prospectus review. Julia had a lead role on many innovative projects at the OSC which crossed the mutual fund, banking, life insurance and full service brokerage sectors. Julia chaired the Canadian Securities Administrators Financial Planning Proficiency Committee. Most recently, she was the manager of the Fair Dealing Model Project. In 2004, Julia was voted "Lawyer of the Year" by readers of the Compliance Reporter for significant contribution to financial services compliance and regulation. Julia has written and lectured extensively on legal and regulatory issues affecting issuers, financial institutions and market intermediaries for academic and professional audiences. She is currently an Adjunct Professor at the Osgoode Hall Law School, teaching advanced securities law. She has been interviewed on radio and television, and has been frequently featured in the press. Julia is a member
of the Law Society of Upper Canada, the Ontario Bar Association and the
Canadian Bar Association. She is a member of the Board of the Investor
Education Fund and of the OSC's Small Business Advisory Committee. |
